Do You Know Why You Didn’t Win That Contract?

Industry Insights Series:

Esther recently caught up with Carmen Solorzano from SHEQ Management to talk about tenders, compliance, growth and what’s really happening behind the scenes during procurement.

Let’s be honest, most businesses across WA have been there at some point. You put in the hard work, spend days pulling together the paperwork, submit the tender or contract application… then wait. Eventually the email lands in your inbox: unsuccessful.

And the first thought is usually:
“Was it our price?”

Sometimes, yes.

But more often than many businesses realise, the decision has already started happening behind the scenes long before pricing is even discussed. Procurement teams and larger operators are looking at far more than capability alone. They’re looking at systems, processes, compliance, reporting and whether your business appears operationally ready from the outset.

Why Some WA Businesses Keep Missing

Out on Major Contracts

Across the Western Trade Coast, projects are growing rapidly. Defence activity is ramping up, supply chains are expanding, and industrial construction, logistics, marine, energy and infrastructure projects are moving at speed across Western Australia.

Yet despite all of this activity, many highly capable businesses are still struggling to secure larger contracts and opportunities. And surprisingly, it often has very little to do with pricing at all.

In many cases, businesses are being ruled out long before anyone even asks for a quote. That’s because major contractors, operators and procurement teams are increasingly looking beyond capability alone. They’re looking at systems, governance, compliance and operational maturity.

Can your business demonstrate documented processes? Are your safety systems current? Do you have incident reporting procedures, contractor onboarding processes, environmental controls, quality management systems and risk assessments? (and Yes, it all relates to the boring, tedious backup paperwork.)

For many growing businesses, the answer is often: “Sort of… but not formally.” And that’s where things start to unravel.

The Shift Happening Across WA Industry

According to Safe Work Australia, workplace injuries continue to cost the Australian economy billions of dollars annually through lost productivity, downtime, compensation and operational disruption. At the same time, large operators are under increasing pressure to reduce contractor risk across their supply chains.

That means procurement teams are becoming far more selective about who they engage. It’s no longer just about whether a business can do the work. It’s about whether they can consistently demonstrate safe, professional and compliant delivery standards.

The Reality for Many WA Businesses

A lot of businesses across the Western Trade Coast have grown organically over the years. A couple of staff became ten. One workshop became multiple sites. A small contractor became a serious operation servicing mining, defence or industrial clients.

But while operations grew, internal systems often stayed behind. Policies became scattered across folders. Safety documentation wasn’t updated consistently. Different supervisors managed things differently. Tender submissions became a stressful last-minute exercise.
The challenge is that these gaps become visible very quickly to tier-one contractors and procurement teams, particularly in sectors connected to defence, marine, manufacturing, mining, infrastructure and energy projects.

Case Study Snapshot

One engineering services business operating across the Western Trade Coast had been around for more than 23 years. The company manufactured and repaired fabricated steel components, pipework and custom engineering solutions science Across WA. Originally starting out in Malaga, the company relocated closer to the Trade Coast around 15 years ago as demand increased across marine, industrial and infrastructure sectors.

Like many long-standing WA businesses, they were excellent at what they did. Their reputation on-site was strong, they had loyal staff, repeat clients and years of practical experience behind them. The work itself was never the issue. But as projects became larger and procurement requirements became more detailed, cracks started appearing behind the scenes.

Tender submissions were becoming harder to manage. Documentation varied depending on who prepared it. Safety procedures had evolved over time rather than through a structured process. Different supervisors handled reporting differently, and important information was often stored across multiple systems, folders and spreadsheets.

The business knew they were capable of the work, but they also realised larger operators were now assessing far more than technical capability alone.

After working through operational processes and systems with guidance from external specialised consultants, (in this case SHEQ Management), the company began tightening up the structure behind the business. Not with unnecessary paperwork or corporate jargon, but with practical improvements that made the business more consistent, easier to work with and better prepared for larger opportunities.

The biggest change wasn’t just compliance. It was confidence.

Confidence internally from staff. Confidence during tender submissions.
And confidence from larger contractors looking at the business from the outside.

That’s the part many businesses underestimate. Strong systems don’t just help win work. They help reduce operational stress and create a stronger foundation for growth.

Why This Matters in Your Business

Across Western Australia, procurement teams are looking at far more than just pricing and capability. This Industry Insight article explores the hidden factors happening behind the scenes, from operational systems and compliance through to business readiness, and why strong businesses are sometimes being overlooked before the quote is even reviewed.

As projects scale, so do expectations. Large operators are trying to reduce risk before projects even begin. That means contractor assessments, compliance checks and governance reviews are becoming part of everyday business operations.
While many businesses still assume ISO systems or compliance frameworks are only for the “big end of town”, the reality is they are increasingly becoming baseline expectations.

That doesn’t mean businesses need to become bureaucratic. It simply means they need systems that are practical, documented and scalable.

Sometimes Businesses Simply Need Help Cleaning Up Their Processes

Sometimes businesses simply need external support to help clean up processes, structure systems properly and prepare themselves for larger opportunities. Not because they aren’t capable, but because growth often happens faster than internal systems can keep up.

That can include everything from workplace safety and compliance through to reporting structures, contractor onboarding, governance, audits and operational consistency.

Many businesses across WA, are highly capable operationally, but as projects become larger and procurement expectations continue to rise, having the right systems and processes in place is becoming just as important as the work itself.

We thank SHEQ Management for sharing their insights and practical guidance throughout this discussion, particularly around helping businesses better position themselves for future opportunities across Western Australia’s evolving industrial landscape.

Because sometimes missing out on work has very little to do with capability. Sometimes it simply comes down to whether your business appears ready, structured and prepared when the opportunity lands.

As WA continues to grow through defence, infrastructure and industrial expansion, businesses that prepare early will place themselves in a much stronger position for what comes next.
